Devicetree files in RK3399 platform is synced from Linux, like other
platforms does. Apart from these u-boot in rk3399 would also require
some u-boot specific node like dmc.
dmc node has big chunk of DDR timing parameters which are specific
to specific board, and maintained with rk3399-sdram*.dtsi.
So, create board specific -u-boot.dtsi files and move these sdram dtsi
files accordingly. This would help of maintain u-boot specific changes
separately without touching Linux dts(i) files which indeed easy for
syncing from Linux between releases.
These board specific -u-boot.dtsi can be extendible to add more u-boot
specific nodes or properties in future.

u-boot,dm-pre-reloc is required for SDMMC booted rk3399 boards and
which is U-Boot specific devicetrees binding.
Move it on global rk3399-u-boot.dtsi file and rest of the U-Boot
bindings will move it future based on the requirement.
This would help to sync the devicetrees from Linux whenever required
instead of adding specific nodes.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

Give the mac controller the correct tx-delay and rx-delay value
for the rgmii mode transmission. If they are not matched, there
would be Ethernet packets lost, the net feature may not work.

The (shared) rk3399.dtsi had defined the 'rockchip,vbus-gpio'
properties for each USB 3.0 controller.
As the GPIO usage will vary (e.g. one of those GPIOs shuts down one of
the regulators on the RK3399-Q7) between boards, we move this from the
shared dtsi into the device tree file for the EVB board which these
GPIO definitions match.

Add a regulator-init-microvolt for vdd_center regulator
so that we can get a init value for driver probe.
Not like pmic regulator, the PWM regulator do not have a
known default output value, so we would like to init the
regulator when driver probe.
