Use board_debug_uart_init() for UART iomux init instead of
do it in board_init_f, and move the function to soc file so
that we can find all the soc/board setting in soc file and
use a common board file.

The ARCH_SOC name default as 'rockchip' and we put all the
header file in 'arch/arm/include/asm/arch-rockchip/', but
the 'rockchip' is not the SOC name, let's correct it after
we update all the source file.

All the source code of sdram_rk3036.c are from Rockchip, update the
copyright to owned by Rockchip.
Because rockchip may use this copy of code both for open source
project and internal project, update the license to use both
GPL2.0+ and BSD-3 Clause.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

According to rk3036 TRM, should be set to '1' for the pll
integer mode, while the '0' means the frac mode.

There is a fixed div-2 between PLL and clk_ddr/clk_ddrphy,
so we need to double to pll output and then ddr can work
in correct frequency.

This option should not really be user selectable. Note that on PowerPC
we currently only need BOARD_LATE_INIT when CHAIN_OF_TRUST is enabled so be
conditional on that.

This function is called from outside the driver. It should be placed into
common SoC code. Move it.
Also rename the driver symbol to be more consistent with the other rockchip

The 'evb_rk3036' and 'kylin' is not a vendor name, let's replace them
to 'rockchip' which is a real _vendor_ name, and meet the architecure
'board/<vendor>/<board-name>/'.
More boards from rockchip like evb_rk3288, evb_rk3399 will comes later.

If we would like to boot from SD card, we have to implement mmc driver
in SPL stage, and get a slightly large SPL binary. Rockchip SoC's
bootrom code has the ability to load spl and u-boot, then boot.
If CONFIG_ROCKCHIP_SPL_BACK_TO_BROM is enabled, the spl will return to
bootrom in board_init_f(), then bootrom loads u-boot binary.
Loading sequence after rework:
bootrom ==> spl ==> bootrom ==> u-boot

The current reset API implements a method to reset the entire system.
In the near future, I'd like to introduce code that implements the device
tree reset bindings; i.e. the equivalent of the Linux kernel's reset API.
This controls resets to individual HW blocks or external chips with reset
signals. It doesn't make sense to merge the two APIs into one since they
have different semantic purposes. Resolve the naming conflict by renaming
the existing reset API to sysreset instead, so the new reset API can be
called just reset.

emac may use dpll as clock parent, and it request the clock frequency
multiples of 50, so change ddr frequency to 400M.

rk3036 only 4K size SRAM for SPL, so only support
timer, uart, sdram driver in SPL stage, when finish
initial sdram, back to bootrom.And in rk3036 sdmmc and
debug uart use same iomux, so if you want to boot from
sdmmc, you must disable debug uart.
