The SG_* macros represent the address of SoC-glue registers.
For a planned new SoC, its base address will be changed.
Turn the SG_* macros into the offset from the base address.

The planned new SoC does not have SBC (System Bus Controller) block.
Make boot_is_swapped() an optional hook.

This file calls readl(), so needs to include <linux/io.h>.
Currently, it relies on someone else including it.

The .boot_device_fixup() is only called by SPL.
Now that 64-bit SoCs of this SoC family no longer support SPL,
debug-uart-ld20.c is never compiled.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

The SCP (System Control Processor) or what we call STM (Stand-by
MPU) is integrated in LD4, Pro4, sLD8, LD6b, LD11, and LD20.
For these SoCs, show the information if STM is enabled.

The current implementation has ugly switch statements here and there,
and duplicates similar code. Rework it using table lookups for SoC
data and reduce code duplication.
