TPL offset 0xff704004 is unaligned address which is adding nearest 8-bytes for next instruction, So 0xff704004 is adding 0x20 for proper alignment which is causing the next instruction data 0xefffffff is moved. Due to size limitations of the MERAM, switch U-Boot to SPL. The SPL is loaded by the SPI_LOADER into MERAM and then loads U-Boot proper into DRAM. This way U-Boot can freely grow in size in DRAM, as there is plenty of it. Migrate the option CONFIG_SPL_FRAMEWORK and make this gate most of the current set of options we have in Kconfig. We will need to have some options available for SPL and !SPL_FRAMEWORK so this is important. In a few cases we re-order existing options so that we have less escapes from the SPL_FRAMEWORK guard.
