We want to be able to include some other system headers in phy.h but
that requires us to have included common.h in the top-level first.
Also, common.h includes config.h as the first thing it does, so don't
include it directly.

Prepare for [1] so that it doesn't break the build for a bunch of
boards. There are a number of reasons this series broke the build
but none of them depend on changes in the series, so fix up those
situations ahead of applying that series.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

Commit 79e86ccb3786c8b20004db3fa10a70049456f580 "vitesse: remove duplicated
argument to ||" correctly removed a redundant check.
However, I believe that the original code was simply wrong, and should have
been checking against RGMII_ID.
To fix this and avoid similar problems in the future, use the
phy_interface_is_rgmii helper function.

The VSC8601 config tried to add an RGMII skew based on #defines that
no config defines. That's quite an ugly way to do it. Since the skew
is only needed on RGMII interfaces, check the interface mode at
runtime, and apply the settings accordingly.
Tested on custom board with AM3352 SOC and VSC801 PHY.

In the current Datasheet for VSC8514 there is a mistake, saying that
the PHY id is 0x70570. The real value in the identifier registers is
0x70670. Linux PHY driver uses 0x70670 also.

The VSC8574 is a quad-port Gigabit Ethernet transceiver with four SerDes
interfaces for quad-port dual media capability. This driver supports SGMII
and QSGMII MAC mode. For now SGMII mode is tested.

100Base-FX/1000/Base-X Gigabit Ethernt Transceiver Phy.

The tsec driver had a bunch of PHY drivers already written. This
converts them all into PHY Lib drivers, and serves as the first
set of PHY drivers for PHY Lib.
While doing that, cleaned up a number of magic numbers (though
not all of them, as PHY vendors like to keep their numbers as
magical as possible). Also, noticed that almost all of the
vitesse/cicada PHYs had the same config/parse/startup functions,
so those have been collapsed into one.
