Put the enetaddr data in the same order as it was before the change in
commit ace1520cb5fc ("net: sunxi-emac: Write HW address via function")

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

These support the flat device tree. We want to use the dev_read_..()
prefix for functions that support both flat tree and live tree. So rename
the existing functions to avoid confusion.
In the end we will have:
1. dev_read_addr...() - works on devices, supports flat/live tree
2. devfdt_get_addr...() - current functions, flat tree only
3. of_get_address() etc. - new functions, live tree only
All drivers will be written to use 1. That function will in turn call
either 2 or 3 depending on whether the flat or live tree is in use.
Note this involves changing some dead code - the imx_lpi2c.c file.

Currently the mac address is programmed directly in _sunxi_emac_eth_init
making it a one time inflexible operation. By moving it into a separate
function, we can now use this more flexibly.

Some devices can take a long time to work out whether they have a new packet
or now. For example the ASIX USB Ethernet dongle can take 5 seconds to do
this, since it waits until it gets a new packet on the wire before allowing
the USB bulk read packet to be submitted.
At present with driver mode the Ethernet receive code reads 32 packets. This
can take a very long time if we must wait for all 32 packets. The old code
(before driver model) worked by reading a single set of packets from the USB
device, then processing all the packets with in. It would be nice to use
the same behaviour with driver model.
Add a flag to the receive method which indicates that the driver should try
to find a packet if available, by consulting the hardware. When the flag is
not set, it should just return any packet data it has already received. If
there is none, it should return -EAGAIN so that the loop will terminate.

All sunxi boards now use the driver-model, so remove the non driver-model

Besides being spelled wrong, the DMA_CPU_TRRESHOLD define actually has
nothing to do with DMA as we only use mmio fifo access. Rename it to
EMAC_RX_BUFSIZE to properly reflect what it does.

Update the naming convention used in the network stack functions and
variables that Ethernet drivers use to interact with it.
This cleans up the temporary hacks that were added to this interface
along with the DM support.
This patch has a few remaining checkpatch.pl failures that would be out
of the scope of this patch to fix (drivers that are in gross violation
of checkpatch.pl).

Each hardware feature exposed through the GPIO pin mux is usually using the same
function index (for a given port), so there is no need to define one value per
pin: one value per hardware feature per port is sufficient, avoids duplication
and makes everything easier to understand.

There have been 3 versions of the sunxi_emac support patch during its
development. Somehow version 2 ended up in upstream u-boot where as
the u-boot-sunxi git repo got version 3.
This bumps the version in upstream u-boot to version 3 of the patch:
- Initialize MII clock earlier so mii access to allow independent use
- Name change from WEMAC to EMAC to match mainline kernel & chip manual
- Cosmetic code cleanup
