arm: socfpga: Move Stratix10 and Agilex reset manager common code
Move Stratix10 and Agilex reset manager common code to
reset_manager_soc64.h. Changed macros to RSTMGR_SOC64_*.
Remove unused RSTMGR_XXX defines.
