Moves below DDR specific defines to Kconfig:

CONFIG_FSL_DDR_FIRST_SLOT_QUAD_CAPABLE
CONFIG_FSL_DDR_INTERACTIVE
CONFIG_FSL_DDR_SYNC_REFRESH
