Add CONFIG_USE_PREBOOT to boards that use CONFIG_PREBOOT
In order to use CONFIG_PREBOOT with Kconfig, CONFIG_USE_PREBOOT must be
defined for each board. To prepare for conversion to Kconfig, add this.
