For SoCFGPA, use the common ARMv7 lowlevel_init. Thus, we can delete the
SoCFPGA lowlevel_init.S file.

Add code necessary to program the FPGA part of SoCFPGA from U-Boot
with an RBF blob. This patch also integrates the code into the
FPGA driver framework in U-Boot so it can be used via the 'fpga'
command.

Clock Manager driver will be called to reconfigure all the
clocks setting based on user input. The input are passed to
Preloader through handoff files

Adding Freeze Controller driver. All HPS IOs need to be
in freeze state during pin mux or IO buffer configuration.
It is to avoid any glitch which might happen
during the configuration from propagating to external devices.
