In order to support the compiler providing information used within
Kconfig itself we cannot have the compiler be determined by
arch/*/config.mk as we will not be able to evaluate that yet. Given
that most documentation tells people to specify CROSS_COMPILE, remove
these references.

Align Kconfig and Kbuild logic to Linux 4.19 release with minimal impact
on files outside of this scope.
Our previous Kconfig sync was done by commit 5972ff077e0f ("kconfig /
kbuild: re-sync with Linux 4.18").
In this particular re-sync in order to keep clang support working a
number of related changes needed to be pulled in that had been missed
previously. Not all of these changes we easily traceable and so have
been omitted from the list below.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

For compatibility clang will report some gcc version. However since we
are checking gcc versions in order to then fail to build, we should
limit these tests only to when we are using gcc and not clang.

There are various toolchain issues that cause us to produce invalid
binaries with certain gcc 4.8.x and 4.9.x versions when we don't pass
this flag in.

With some versions of gcc (that we know of 4.6.3 and 4.8.2 are affected)
it is necessary to specify --bss-plt to get the final blrl in the
_GOT2_TABLE_. Without this the last symbol does not get it's address
relocated. For the P2041RDB board this ended up being
NetArpWaitTimerStart which caused the ARP packets to timeout
immediately.

"checkgcc4" is used only for PowerPC.
Move it to arch/powerpc/config.mk.
To make sure gcc is new enough before beginning build,
run "checkgcc4" during "archprepare".

The syntax
CROSS_COMIPLE ?= <cross_compiler_prefix>
does not work because config.mk is parsed after
exporting CROSS_COMPILE.
Like Linux Kernel's arch/$(ARCH)/Makefile,
we must write as follows:

This was introduced by commit 244615197469dd6fe75ae082f38424b97c79aeaf, but it
fails in a minimal SPL build where the only thing in arch/powerpc/lib is
cache.c, which apparently doesn't generate any fixup records.
The problem is reported to occur with GCC 3.x, so insist on GCC 4.0 or newer.
Patterned after checkthumb as suggested by Tom Rini.

Currently, some linker scripts are found by common code in config.mk.
Some are found using CONFIG_SYS_LDSCRIPT, but the code for that is
sometimes in arch config.mk and sometimes in board config.mk. Some
are found using an arch-specific rule for looking in CPUDIR, etc.
Further, the powerpc config.mk rule relied on CONFIG_NAND_SPL
when it really wanted CONFIG_NAND_U_BOOT -- which covered up the fact
that not all NAND_U_BOOT builds actually wanted CPUDIR/u-boot-nand.lds.
Replace all of this -- except for a handful of boards that are actually
selecting a linker script in a unique way -- with centralized ldscript
finding.
If board code specifies LDSCRIPT, that will be used.
Otherwise, if CONFIG_SYS_LDSCRIPT is specified, that will be used.
If neither of these are specified, then the central config.mk will
check for the existence of the following, in order:
$(TOPDIR)/board/$(BOARDDIR)/u-boot-nand.lds (only if CONFIG_NAND_U_BOOT)
$(TOPDIR)/$(CPUDIR)/u-boot-nand.lds (only if CONFIG_NAND_U_BOOT)
$(TOPDIR)/board/$(BOARDDIR)/u-boot.lds
$(TOPDIR)/$(CPUDIR)/u-boot.lds
Some boards (sc3, cm5200, munices) provided their own u-boot.lds that
were dead code, because they were overridden by a CPUDIR u-boot.lds under
the old powerpc rules. These boards' own u-boot.lds have bitrotted and
no longer work -- these lds files have been removed.

Rename STANDALONE_LOAD_ADDR into CONFIG_STANDALONE_LOAD_ADDR
and allow that the architecture-specific default value gets
overwritten by defining the value in the board header file.

-msingle-pic-base is a new gcc option for ppc and
it reduces the size of my u-boot with 6-8 KB.
While at it, add -fno-jump-tables too to save a
few more bytes.
-msingle-pic-base will be in gcc 4.6, however
backported patches are available at
http://bugs.gentoo.org/show_bug.cgi?id=347281

The -fPIC flag belongs with -mrelocatable, move it there.
Also change -fPIC to -fpic as this produces smaller
binaries.
However, currently -mrelocatable promotes -fpic to -fPIC, a
fix for this is in upcoming gcc 4.6 or you can apply this small
patch to gcc:

Divides variable of linker flags to LDFLAGS-u-boot and LDFLAGS
breaks the usage of --gc-section to build nand_spl. We still need linker option
--gc-section for every uboot image, not only the main one. LDFLAGS_FINAL passes
the --gc-sections to each uboot image.
To get the proper linker flags, we use LDFLAGS and LDFLAGS_FINAL to replace
PLATFORM_LDFLAGS in the Makefile of each nand_spl board.

Linker needs to use the proper endian/bfd flags even when doing partial linking.
LDFLAGS_u-boot sets linker option which is called it when U-boot is built
(u-boot final).
LDFLAGS sets necessary option by partial linking (use in cmd_link_o_target).

The switch from archive libraries to partial linking has introduced a
number of problems, that are non-trivial to solve. For example, it is
no longer possible to include individual object files in the linker
script as we did before for example in the case of boards with
embedded environment to fill up the gap caused by the need to align
the environment on flash erase block boundaries.
The best (but unfortunately not easiest) approach to address this
problem is to enable -ffunction-sections (and -fdata-sections) so
we can again (and even in much finer granularity) place certain code
where we want it. When doing this step, it seems only consequent to
also add --gc-sections which has the added benefit of reducing the
memory footprint of the U-Boot image (both in flash and in RAM).
Unfortunately, this requires changes to a lot of linker scripts.

As we try to get rid of board specific config.mk files we must
provide a way for board specific settings of the LDSCRIPT variable
(path to the linker script) where needed.
We now implement the following hierarchy:
- Highest priority has a "#define CONFIG_SYS_LDCONFIG" in the board
config file.
- If CONFIG_SYS_LDCONFIG is not set, and the system is booting from
NAND (CONFIG_NAND_SPL is set), then a board specific linker
script board/$(BOARDDIR)/u-boot-nand.lds gets used.
- If we are not booting from NAND, we test if a processor specific
linker script arch/powerpc/cpu/$(CPU)/u-boot.lds exists; if so we
use that.
- As default, arch/powerpc/config.mk gets used.

As discussed on the list, move "arch/ppc" to "arch/powerpc" to
better match the Linux directory structure.
Please note that this patch also changes the "ppc" target in
MAKEALL to "powerpc" to match this new infrastructure. But "ppc"
is kept as an alias for now, to not break compatibility with
scripts using this name.
