The H2 Stout port was broken since some time. This patch updates
the H2 Stout port to use modern frameworks, DM, DT probing, SPL
and TPL for the preloading and puts it on par with the M2 Porter
board.

rcar-gen2-common to rcar-common.

Stout is an entry level development board based on R-Car H2 SoC (R8A7790)
This commit supports the following peripherals:
- SCIFA, I2C, Ethernet, QSPI, SDHI0/2, CPLD
